During World War II, the tower was used for observation of the fighting on the outskirts of the city. In the postwar years, the tower was rebuilt for housing for employees of the utility. Since 1993 in the tower was opened a Museum of memory of soldiers killed during the war in Afghanistan in 1979-89.
Interesting fact:
In the 70s, a scandal broke out around the tower. This was served by the decision of the Soviet Government "About the socialist image of the city". The local authorities decided that the tower does not fit into this "image". They decided to ruin the building. Then all the intellectuals of the city have risen to protect the tower and the tower was rescued.
